The issue at hand in the recent story posted on this site from California boils down to competing goals between firefighters wanting to keep emergency workers at accident scenes on busy freeway safe and the Police Dept. wanting to minimize the disruption to traffic.
The Police do also have a valid point as blocking lanes CAN result in further accidents. This is a state where Highway Patrol cars have special bumpers designed for pushing disabled cars off the highway to minimize traffic disruptions.
